It's high, but it's not ridiculous. 2-3 sets certainly can suffice, but for a long term and conditioned lifter that little would at times be just as "ridiculous".
(In before long drawn out low volume verse high volume debate.)
At large posted a quote on their facebook page a few days ago that said something to the effect of (paraphrasing) "the more people I talk to, the more I realize that training method is irrelevant and it comes down to who trains the hardest".

If you are doing 20 working sets, or hard sets which are taking to, or close to failure you are massively overtraining. Period.
In addition, it isn't who trains the hardest, it is he or she who has the best heredity and trains at least reasonably intelligently with heredity being the #1 factor.
