If you can do it anytime of the day that you please AND your adjacent meals (or lack of) will not effect the effort put into the cardio then do it fasted. If doing cardio fasted causes your effort to waiver OR it's simply not feasible to work into your schedule then pretty much any other time is just as good assuming the same calories in and calories out.
