Locking up, sounds like a meniscus problem. Only surgery will fix that if it is in fact a meniscus problem.

Wrong. I've got bilateral meniscus tears. I have yet to have had surgery. It depends on the severity of the tear if the meniscus "rolls up" or not. I opted not to have surgery because of concern that once my knee was cut on, it would never be the same again.
As far as the original poster, because of the history of previous injuries and their severity, he is a person who does need to seek professional help--ie PT at a minimum, sports medicine specialist/orthopod ideally. The ACL tear, if it was complete, will destabilize the knee completely. Depending on how the repair was done then, scar tissue/bone spur accumulation could be a contributing factor to the problems he's having.

Some knee strengthening exercises are designed to improve strength of the muscles of the knee. Begin with the basic knee strengthening exercises. Once these are too easy, they can be replaced with the intermediate knee exercises and eventually, the advanced exercises.
There are many specialized treatments provided for various types of parts separately. The Rehabilitation is the one of the best procedures followed by most of the people now a days. I think that the best procedure that has to be followed for the Knee is the Physiotherapy with some special actions taken. I had seen many of the people regained their health to normal position after taking the Rehabilitation treatment. It includes the treatments designed to facilitate the process of recovery from injury, illness or disease to as normal a condition as possible, The person may also gain self sufficiency during the process. One of my neighbored after a serious accident recovered with the help of the Rehabilitation process.
