there could be many reasons of why you're not gaining. the most probable ones are that you're over training, and that you're lacking in nutrition. first of all, you need to get a better routine. secondly, nutrition is everything in body building. and it's taken me 1 year to learn that. measure how much you eat, and count your calories. i'm sure a lot more people that know a lot more than me are willing to help you. post your routine and your diet.

10% gym, 90% what you eat and how much you sleep.

Your routine looks very bad. Only train chest and back ONCE a week. You don't even train Shoulder. Strong shoulders aid you in a number of excercises.

Also as the other guys have said Nutrition is very very important. You can train as hard as you like in the gym ..... but if your not eating ........ then forget it.

    Big edge.. Try http://www.wannabebig.com/wbbroutine.php

Also search here for some good routines there are plenty...

Your routine is not very good to be honest and is probably the major reason you are not gaining..

Here is something that is much used in scandinavia, replace your usual bread with a harsh high protein bread, we call it black bread. Pretty simple since u eat bread all the time, you will eat protein all the time.
A big thanks to all my friends in the USA, I am deeply grateful for your hospitality and kindness.
