which would you say is better? power cleans or regular cleans? Me and my cousin got talking about it. he thinks regular cleans are better, and i say power cleans. What do you guys thinbk is better?
Better for what? Be more specific.
Define better? It depends on what you are talking about. If you are saying for overall body development, I would have to say power cleans(assuming you mean full cleans here). If you are trying to hit the shoulder area hard and that's it, I might say regular cleans. Again, the question is pretty vague.

Let me make sure I have my terminology right. Is the power clean from the floor? Whichever of the two starts from the floor would train more of the body's musculature and therefore would be better for the body overall.

I wasn't sure of the terms, but the one's from the floor would definitely build the overall body better because you are using more muscles of the body.
Hang cleans start from the standing position. When I'm training for football, I'll do hang clean & jerks at the beginning of my shoulder workout.
