Police Director Bobby Parker defended the decision to use a Taser on the 6-year-old boy last month because he was threatening to injure himself with a shard of glass. But Parker said Friday that he could not defend the decision to shock the fleeing girl, who was skipping school and apparently drunk.
According to the incident report, officer William Nelson responded to a complaint that children were swimming in a pool, drinking alcohol and smoking cigars on the morning of Nov. 5.
Nelson said he noticed the girl was intoxicated and was walking her to his car to take her back to school when she ran away through a parking lot.
Nelson, 38, said he chased her and yelled several times for her to stop before firing the Taser when she began to run into traffic. The electric probes hit the girl in the neck and lower back, immobilizing her.
Nelson said he fired “for my safety along with (the girl’s) safety.” Paramedics treated the girl, who went home with her mother.
Parker said department policy permits officers to use the Taser to apprehend someone, but he said he expected his officers to use better judgment, especially when police had no plans to arrest the girl.
Stun guns increasingly common
The first incident had already exposed the department to more criticism for its use of Tasers, which it has begun distributing in greater numbers to officers.
The 6-year-old boy was shocked on Oct. 20 in the principal’s office at Kelsey Pharr Elementary School. Principal Maria Mason called 911 after the child broke a picture frame in her office and waved a piece of glass, holding a security guard back.
The boy had cut himself under his eye and on his hand when officers arrived.
“The police could have handled this better,” said the boy’s mother, Kathy Rojas. “They did not have to shoot him.”
Parker said that, in light of the disclosure of the second incident, the department will review its policy.The half-million citizens of the District of Columbia, like citizens of the fifty states, bear all of the obligations of American citizenship: they are required to obey the laws passed by Congress; they pay federal taxes; they serve in the military; and they fight and die in our wars. That girl has bigger problems than a tazer if she's drunk and skipping school at the age of twelve .
If she was fleeing police and ran in front of cars and got her brains splattered all over the place they would be saying "why couldnt you just have used a non lethal method like tazering her before she ran into traffic?"
No win situation for the cops .
I would have shot her in the back and let her lay there . Chances are she will be a burden on society with four kids from four different dads and sucking the system dry anyway . Yup a 9mm round is way cheaper than 50 years of welfare , not to mention her four kids would have kids of their own and sucking the system dry also .Give me your broken , give me your beaten ... Yeah, if the other option was he was going to stab himself in the eye with a piece of glass, a taser doesn't seem so bad.

Y'know Mix , I do think tazering is excessive on these kids but if that little kid did stab himself in the eye they would be screaming at the cops for NOT tazering him and stopping him .

tazer is better than get ran over by cars or loosing an eye, i think in both cases police judgement was good; i can't think of anything else the officers could have done in those situations.

There are no proven side affects to being shot with a taser, unless you are prone to heart attacks/problems. so i dont really see a problem with these being used on kids. as long as they are used in the right circumstances

wtf? a 6yo threatining PPL?!! LMAO my sisters 5 and i dont know how that is possible. If u have to taser a 6yo to stop then from hurting someone or themselves then your a p___y. Grab the kids arm dur.
Stun guns have there places and not. How can a cop not catch a 12yo girl? Our legs ARE LONGER!!!!! I woulda shot her in the leg, considering a drunk 12yo is running. Maybe make her think twice about running.
All I can say is if a cop ever tasers me, as soon as im done being zapped im gonna have one hell of an adrenaline rush and im comming right towards him. Its just another excuse not to run and get some nice cardio in during the day.
While were on the subject of cops and running. Last year 3am were we all talkin in the middle of the road (my friends and I) and a cop drove by and we hide behind a tree. He came back and we all ran towards a house. No reason at all, none of us had drugs, and we were all 18+.Cops threw on the lights and yelled FREEZE GET ON THE GROUND. And i think that spooked us all cause we didnt even expect that. Kinda pathetic how the ones that didnt get away(8 outta 10 got caught) were slapped with 100's fine, and CS. I got away cause i was one of the fastest and more fit. I guess ur not allowed to have fun with cops no more these days.
