Kind of a dumb Windows XP question

Some how ive managed to get these colored outlines around my icons in XP. When you set your wallpaper in XP theres a little option to set the base color for behind your wallpaper. Theres no setting to not have a color. If anyone knows what im trying to explain or the solution to my problem I'd really appreciate it. Basically I want it to go back to not having colored outlines around my icons on my desktop.
