Necessary to do an initial bulk?

I am currently carrying around some extra body fat - I'm sure its not exactly healthy body fat either. Is it necessary to build off of "healthy fat" during a bulk? Would one be wise to cut while first working out to get a better overview on when to bulk and the likes?

If you're just starting and not excessively overweight I'd just eat at maintenance. Just lift heavy and make sure your diet doesn't completely suck. Make sure you're getting enough protein and stuff, but don't worry about bulking or cutting in particular.
