Sorry this question might seem a bit stupid but I want the answer.
Can a boxer who has 155 lbs of lean body mass if he dehydrates himself etc.. get to a weight of 155lbs of lbm? Like lean body mass only refers to bones/ligaments/muscles right and not any water weight or blood?
Sure, if he is dead. You can't have 0% body fat and be alive. Even show levels of 4-5% can only be held for short periods of time.
I just am a bit confused. On my last cut. I weighed in at 190 lbs and had 155 lbs of lean body mass. After months of dieting I got down to 165 lbs ( I had no idea what my lean body mass was at that point). If I hypothetically had 155 lbs of lean body mass still and 10 lbs extra of whatever tissue/blood/water, it would be impossible for me to make 155 lbs for a short amount of time?
Sorry to make this confusing. Here is to simplify.
Matt Hughes has 170 lbs of lean body mass. Can he cut/dehydrate to exactly 170lbs for the pre-fight weigh in? Impossible or not?

No, it's impossible to to have 0% water or fat weight, unless, like Unreal said above, you are dead.
I believe something like 2-3% is essential to support organs/life/etc.
so the basic answer to your question is NO
