Is your decline ahead of your flat bench?

Just as the title says, Is your Decline bench stronger then your flat bench?

I'm pretty sure that my Decline bench is higher then my regular bench.
Is it normal for ones to decline to be stronger then their regular bench? I remember when i first started lifting about 7 months ago my decline was about 30 pounds behind my flat bench, and it has always been behind it until maybe the last couple weeks.
