on wbb routine 1 can i substitute the reps for chin ups with burn out flex hang? or is it better to just try that many pull ups even if i cant complete them? i know its pathetic, but i cant do even one pull up.

Try jumping pull-ups, kipping pull-ups, negatives or if necessary and available, assisted pull-ups, before resorting to anything else.
Many people have been in your shoes. Just keep at them and you'll be able to rep them in no time.
You should cheat them up as much as you can until you can start to do them yourself, rest your legs/tops of your feet on a bench/chair or jump upto the chin bar to get some momentum.
