This guy on youtube doesn't seem to bend his knees a lot and doesn't go all the way down contrary to the exrx .gif of the guy demonstrating.
Is one or the other better technique/form than the other? I've been bending knees all the way, and dropping all the way but it feels kind of awkward for me. Any thought/opinions on either of these deadlift demos?
Also, is there any major difference(s) between regular deadlifts and romanian deadlifts? Thanks in advance guys.
Look at some vids of the powerlifters for examples. There are plenty here. As for your other question, the latter brings the hamstrings more into play, and most use it as a hamstring exercise, if bodypart training, or an assistance lift to regular deads and squats if they are training movements.

Are you asking about dl techniques in regards to conventional deads or romanian deads? I"m confused by the title I guess.
EXRX looks good. Youtube guy's starting position is wrong.
I wouldn't say it's wrong - just different. Have you ever seen Konstantinov dl? Here's a link...

When I do deadlift it looks kinda like that, knees bent a lot & starting low down like that... maybe because I'm short?
How much weight was that video?
