    what is the best way to workout lower pecs..

    Is there certain excercises that just work the bottom pecs???

    no, no there is not. Try decline presses if you're so inclined, but it's all the same muscle.

    ...that work only the lower pecs? No. Are there exercises which put a bit more stress on the costal region and a bit less on the sternal region? Yes. Whether this actually has a noticeable effect is open to debate--though I'm not gonna get into it. Try dips or decline presses.
