Why does everyone drink milk while bulking not cutting?

Skim milk has 8g of protein and 13g of carbs and 0 fat per cup, I don't see that as an extreame bulking food, you need lots of protein even if your cutting don't you? And that isn't that many carbs is it? I'm not being sarcastic just curious

because the carbs are high GI.
when cutting you dont like your insulin spikes.

when bulking you can just say **** it and eat **** just for the kcals.

What does GI stand for? Am I right with this... high gi carbs take effect right away and give you a suger high then your drained? And low GI carbs gradually release energy giving you more effecient energy?
What are some carbs that have high GI levels
and what are some that have low GI levels?
    Thanks

Actually the carbs are not high GI - if you look at the GI list you will find milk is right near the bottom as one of the lowest scoring foods.

Lactose is much slower digesting than many foods which are considered complex carbs.

An explanation of GI can be found here - http://www.mendosa.com/gi.htm

I'm not too sure about the II because I can't find a decent one that shows milk, I was just correcting the above poster - if you have a link to an II page it would be much appreciated.
