Should I do Cardio on days I work out, or should I do cardio on days I don't work out. I use to work out and then spend about 30 mins on cardio after the work out.
Doesn't matter. Just don't do it right before your workout and preferably not heavy the day before lower workouts (squats and deads).
AM fasted and post workout are both good options.
But really, it doesn't much matter. If you have it scheduled into your routine/diet to do it, then just get it in, don't stress when.

The BEST time to do cardio is as soon as you wake up in the morning! Morning are EXTREMELY important in terms of diet, nutrition, and exercise. The morning is not only the the time where you burn THE MOST fat through out the day, but it is also when your body/muscles absorb the most (vitamins/minerals/protein/etc)...
I always do my sprinting the day before weights or lighter sessions in the am of weight days. I find doing it on an empty stomach promotes more fat gain than loss.
