I don't have any before pics but here is a current one, been lifting for 3 months now consistently 3 days a week doing HCT-12
I was 250lbs and my current weight is about 195, anyways to my questions.
I'm not sure what I should do at this point should I cut or bulk with how my body is now?
I'm currently taking these supplements:
Phase 8 Blend
ON 100% Whey
5mg Creatine Mono
Pre workout usually assault
I'm eating pretty healthy about 2000-2500 calories a day roughly 100-125 carbs, 175g of protein, and about 60g fats all (nuts, PB, etc)
So in your opinion should I continue to cut? or start bulking I'd like to get rid of my man boobs (not sure if gynemastia? or just a lot of fat under my chest?)

That is almost definitely gyno. Losing body fat will help, but I don't think it will eliminate it. You may need surgery if you wish to totally eliminate it.

I do think you should continue working on body composition.
You might also think about trying some AtLarge Nutrition supplements. They truly are better than what you are using and they support this site which gave you HCT-12 etc. If you would like to know what I recommend to that end just let me know.
Continue to cut. You still have a decent amount of bf on you, so it doesn't make much sense to add more while bulking.
Keep your cut going, Your making good progress. Wait for winter to pack on more bf.
Another vote for continuing to cut. Great progress and congrats on the 50+lb loss.

Congrats on the weight loss. My brother has the same problem. He lost 85lbs. and had loose skin. His arms and back were cut, but had the extra skin on his stomach and chest. It will go down the more you cut bodyfat, but like many have stated, you may have to go under the knife, but that's a personal choice.

Cut until you are lean, then start from there. It is always better to start the muscle building process from a nice lean condition than not because:
1) You can quickly see if you are adding too many cals because the fat gain will be more noticeable.
2) You will look better, comparatively speaking, for the duration of your bulk.
