Neck. But I have done them to the forehead, and also to the bench, behind my head.
I don't think it makes much difference. Just do them how you like. I like going to the neck, cause if things get hinky, I can always jerk it down toward my chest and press it back up if I get in trouble.
An old buddy and training partner of mine liked forehead, cause as he put it, Death is a great motivator.
