What are some good excersises to build the outer triceps?
Dumbbell kickbacks are my favorite...... Now seriously. Imbalances are very normal but just consider that your tricep is one muscle and work them as a unit. Scull crushers, push downs....etc will work well.

I'm not trying to start an arguement on the subject, just wanted to throw that out there, because it is factual. Now whether or not it will make a differece is to be debated.
I wasn't asking this because I am just one of them boys who doesn't train anything but there abs, arms, and chest, so don't think that. I was asking because I have imbalnced triceps (inner much larger than the outer) and I was seeking the help of more expierenced bodybuilders. Thanks for the warning though, but seriously, I train it all :-)
But I guess I should tell you my workout then too (duh)...
triceps (when I can do them at school)
-3x10-12 french press
-3x10-12 press downs
-3x6-8 weighted dips
triceps when I can't do them at school
-4x10-12 french press
-4x6-8 skull crackers
Now, am I missing something or what?
