rapidshoter if you go down perpendicular to floor on a dip station it targets mainly your triceps. If you lean forward you invovle your chest
dips are a compound movement. if the elbow bends it will use triceps. if the upper arm moves behind the body (as in dips) to get it back uses pecs.
I like the close grip bench press for triceps.
