when should you eat carbs? is it only before your work out or do need alot afterward? is there some time when you should stop(not completely) eating them?

I think you should eat carbs always.
When you don't your body is forced to make glucose/glycogen from protein. This obviously (to me) will compete with protein that you need to build muscle.
Almost every popular supplement that has shown increased gains helps to diminish this stealing from the protein reserve. Glutamine, ALA, NAC, etc. and obviously protein supplements themselves if taken in high amounts can provide glucose and enough protein for muscle building.
After you workout, you have depleted your muscle's glycogen. Glutamine and carbs will replenish this quickly, and get you back to protein synthesis / muscle building.
Having some low GI carbs sure seems cheapest.

I eat a lot more carbs in the morning and early afternoon and eat a lot more protein in the evening and night, but I don't cut out carbs. Mostly this is just coincidence because of how my meals work out though, not necessarily intentional.
I think it's important to get everything in every meal.

the only carbs i try to eat in the evenings would be from vegetables.
