Should the amount I eat on a training day stay the same on a resting day? On training days im eating about 400 more calories than I burn.

You can do it either way. Some people are proponents of intermittent fasting and large intakes on workout days and low intakes on rest day.
Just make sure you are eating enough to grow with minimal bodyfat increase
Its your preference.
